We are recognized nationally for our implementation of innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units, each year. HBMR focuses on creating and implementing housing policies that deliver equitable, safe, stable, and sustainable affordable housing. The Homeownership and Below Market Rate (HBMR) programs work within both divisions to inform policy and deliver affordable housing to the low and moderate income communities it is intended to serve. The legislation provides lottery preferences for the leasing and sale of housing within the former San Francisco Redevelopment Agency’s Project Areas. In 2021, the Governor signed legislation enabling MOHCD to extend the rights of the COP program to the direct descendants of those displaced. The City gives lottery preference to households displaced by the former San Francisco Redevelopment Agency in the 1960’s and 70’s through its Certificate of Preference (COP) program.
